Green Delaware is concerned about County Ordinance 00-006

The information below is an update to Alert #68.

This ordinance seems on it's face like a reasonable measure to increase public participation in siting of "power generating facilities." However, the sponsors, Stephanie Hansen and Chris Roberts, appear to actually be promoting incineration. Hansen has said publicly that "waste to energy" is an "emerging technology, " that it is "green," and that she want to "level the playing field" to provide equal treatment for incinerators and other types of power plants. Roberts claims that "Philpower is not an incinerator." And so on. Hansen claims that an agreement with DNREC is being worked out, but is unable to provide a draft. The ordinance has gone through at least 5 versions: the original, 3 substitutes, and now a "floor amendment." Another bad sign is that Hansen claims the ordinance is supported by the Delaware Nature Society and the Sierra Club. Both of these groups have had "stealth" meetings with Philpower. Eileen Butler of the "Nature" society told Green Delaware that her organization had a role in writing the ordinance. Debbie Heaton of the Delaware Sierra Club confirmed that her organization supports the ordinance. (Green Delaware submitted a draft ordinance to New Castle County, but has not been consulted in any way about 00-006.)

Ton Gordon accepts incinerator money?

According to reports filed with the Delaware Department of Elections, County Executive Tom Gordon accepted at least $500 of incinerator campaign contributions in 1999: $200 from Philpower Corporation, and $300 from Wayne Coverdale, President of Philpower. Gordon has not returned calls about this. (Green Delaware has not finished checking the records for the County Council members.)

Green Delaware position:

The people of New Castle County are not asking for equal treatment for incinerators, they are asking for a BAN on incinerators. Ordinance 00-006 is a breach of faith with the people of New Castle County. The ordinance should be rejected, or tabled until it can be properly considered.
